Can Any Electrician Install an EV Charger in the UK?

A general electrician can install an EV charger in the UK if they are competent for the electrical work involved and can meet the applicable installation, testing, Building Regulations and network-notification requirements. The important distinction is not whether someone calls themselves a “normal electrician”, but whether they can correctly assess and complete an EV charging installation.

You do not need to assume that every EV charger requires an installer with a separate government-issued “EV electrician licence”. However, EV charging has specialist technical and administrative requirements. The installer needs suitable competence, must work to the relevant electrical standard, and must know when Building Regulations, DNO notification or approval, installation certification and any grant-specific installer authorisation apply.

Can Any Qualified Electrician Install an EV Charger?

A qualified electrician may be able to install an EV charger, but being an electrician alone does not establish competence for every EV charging project. The installer needs to understand the particular electrical and network requirements created by the proposed charger, property supply and charging arrangement.

GOV.UK guidance for energy devices tells property owners to use an appropriately registered installation contractor and places responsibility on the installer to assess the installation, determine the DNO connection route and complete the relevant notifications and documentation.

That is a more accurate test than asking whether someone holds a generic “EV licence”. The practical question is whether the electrician can take responsibility for the complete EV installation rather than simply mount the charger and connect a cable.

What Should an EV Charger Installer Be Competent To Do?

EV charger competence is wider than knowing how to connect the chargepoint itself. The installer needs to assess how the charger interacts with the existing electrical installation and the electricity network.

Assess the existing supply

The proposed charging load needs to be considered alongside the property's existing demand and available electrical capacity.

Assess the consumer unit

The installer needs to establish how the charging circuit will be supplied and whether the existing distribution and protective arrangements are suitable.

Understand EV earthing and protection

EV charging installations have specific considerations for electric-shock protection, earthing arrangements and protective devices.

Plan the charger circuit

Cable routing, isolation, circuit design and the selected chargepoint need to be considered as one installation rather than separate components.

Inspect and test the work

The completed electrical installation needs the appropriate inspection, testing and certification rather than being treated as plug-and-play equipment.

Handle network requirements

The electrician needs to determine whether the DNO process allows connection first and notification afterwards, or whether approval is required before installation.

What Should the Electrician Check Before Installation?

An EV charger should be planned around the actual property rather than installed from the charger rating alone.

An appropriate assessment may include:

  • the vehicle and selected charging equipment;
  • the proposed charging rate;
  • the incoming electrical supply;
  • existing electrical demand;
  • the consumer unit and available circuit arrangements;
  • earthing and protective measures;
  • whether load management is required;
  • the charger position and parking arrangement;
  • the cable route and installation method;
  • the relevant DNO connection route.

An older consumer unit does not automatically mean it must be replaced before an EV charger can be installed. The board and connected installation need to be assessed against the proposed work. If replacement genuinely becomes the main requirement, that is a separate consumer unit assessment rather than an automatic part of every EV charger installation.

Does the Installer Need Part P Registration?

For a London property, the relevant domestic Building Regulations framework is Part P in England. However, phrases such as “Part P qualified” or “Part P certified electrician” can oversimplify the position.

A contractor registered with an appropriate Competent Person Scheme can generally self-certify qualifying work through that scheme. An installer who is not registered with a Competent Person Scheme may instead need to use the relevant building-control route for notifiable work.

If an EV charger installation includes a new electrical circuit, that new circuit is notifiable work under Part P in England. Building Regulations procedures differ elsewhere in the UK, so England's Part P process should not be presented as one identical UK-wide rule.

Does an EV Charger Installer Need to Contact the DNO?

Yes, an EV chargepoint needs to go through the relevant electricity-network registration process. GOV.UK states that the installation contractor should assess the proposed connection and establish whether the Distribution Network Operator needs to be involved before installation or can be notified afterwards.

Connection route What happens Why installer competence matters
Connect and notify The installation can proceed where the ENA/DNO criteria allow it, followed by notification to the network operator within the required period. The installer must correctly assess that the proposed installation meets the route's conditions and submit the required information.
Apply to connect The relevant application is made to the DNO before the charger is installed. Installation should not proceed as though approval were unnecessary where the proposed connection requires prior network agreement.

GOV.UK guidance also states that the property owner should make sure the installer has notified the DNO and, where prior approval is required, that authorisation has been obtained before the work proceeds.

Does Every EV Charger Installer Need to Be OZEV Authorised?

No — OZEV authorisation should not be described as a universal licence required for every privately funded EV charger installation.

Current GOV.UK guidance states that an installer must be OZEV authorised in order to claim the relevant residential or commercial EV chargepoint grants. In 2026, eligible home and workplace grant schemes continue to have their own installer and equipment conditions.

This means there are two separate questions:

  • Is the electrician competent and able to complete the installation through the correct electrical, Building Regulations and DNO processes?
  • Does the customer intend to use a grant scheme that specifically requires an OZEV-authorised installer?

An electrician being OZEV authorised does not remove the need for correct electrical design, inspection, testing, DNO notification and documentation. Conversely, lack of OZEV authorisation should not automatically be described as making every privately funded installation unlawful.

What Documents Should You Expect After an EV Charger Installation?

The documentation depends on the scope and jurisdiction, but a homeowner should not be left with only a charger app and an invoice.

For qualifying electrical work, the installation process should address:

  • electrical inspection and test results;
  • the appropriate electrical installation certification;
  • Building Regulations documentation where the work is notifiable;
  • the relevant DNO notification or connection record;
  • charger commissioning and operating information;
  • manufacturer documentation supplied with the charger.

OZEV's current authorised-installer conditions specifically require grant installers to issue a BS 7671 Electrical Installation Certificate and notify the DNO. Outside a grant scheme, the exact paperwork still needs to reflect the electrical work actually carried out and the applicable Building Regulations route.

Which Wiring Regulations Apply to EV Charger Installations in 2026?

EV charging equipment falls within the electrical-installation requirements of BS 7671, including the provisions dealing specifically with electric vehicle charging installations.

As of 18 August 2026, BS 7671:2018+A4:2026 has been published, but the IET confirms that Amendment 3:2024 remains valid until 15 October 2026. During this transition, electrical installers may work to either valid edition.

The 2026 Amendment 4 transition does not create a new “EV installer licence”. It changes the current technical standards landscape. The installer still needs to use a valid edition of BS 7671, apply the requirements relevant to the particular EV installation and complete the necessary inspection and testing.

How Should You Choose an Electrician for an EV Charger?

Do not judge the installer only by a general electrician qualification or by whether they advertise “EV charging”. Ask whether they can manage the complete installation and its paperwork.

Useful questions include:

  • Have you carried out EV charging installations before?
  • How will you assess the existing supply and electrical demand?
  • Will you check the consumer unit, protection and earthing arrangements?
  • Will you determine whether the DNO must be contacted before or after installation?
  • What electrical certificate will I receive?
  • How will Building Regulations notification be handled if the work is notifiable?
  • If I am using an OZEV grant, are you currently authorised for that scheme?
  • Will you test and commission the charger after installation?
